One possibility for cost reduction is to have knowledgeable personnel in the company  prepare and file a patent application.  This is legal, and in some cases practical.  But in most cases, knowledgeable personnel do not have the legal skills necessary to minimize the downside risk of a poorly drafted application and even less to draft legally proper and technically sufficient claims.  Total reliance on counsel, with little interaction in the drafting and filing phase is equally dangerous.
