Dr. Harper has over twenty five years of intellectual property law experience, having served as patent counsel for two global chemical/consumer product companies.  Immediately prior to joining RatnerPrestia, Dr. Harper was Chief Patent Counsel for Henkel of America, Inc., where he managed Henkel’s U.S. patent department and also directly provided patent support and counseling to several of Henkel’s business units.  
During his career as an in-house patent attorney, Dr. Harper was extensively involved in negotiating, drafting and reviewing a wide variety of agreements related to intellectual property rights.  These agreements included, for example, license agreements, joint development agreements, service agreements, settlement agreements, consulting agreements, secrecy agreements and agreements related to acquisitions and divestitures.  He has evaluated patents and know-how considered for licensing and or acquisition and has taken the lead role in due diligence investigations of third party IP assets and liabilities.  Dr. Harper is also experienced in reexamination and other post-grant review proceedings.
Technology areas where Dr. Harper has particular expertise include organic synthesis, pharmaceutical formulations, polymers, adhesives and coatings, composites, nanomaterials, catalysis, chemical processing and purification, surfactants, and food ingredients.
Dr. Harper's deep technical and legal experience enable him to provide effective counseling and support to clients seeking to protect and/or gain maximum competitive advantage from their intellectual property rights, shield themselves from third party claims, or secure IP rights from third parties.
Dr. Harper is the Chair of RatnerPrestia's IP Transactions and Trade Secret practices and also a member of the firm's Biotechnology, General Chemistry and Polymers and Pharmaceutical Chemistry Groups.
